This specific power bomb expansion is commonly referred to as "Early Power Bombs", because theoretically these are the only pack of power bombs that appear likely to be obtainable early if a method can be found to do so. The only thing preventing us from accessing these power bombs before Tourian is the large lava dive required to get to them, and there simply isn't enough obtainable health in the game that allows us to survive the trip and back. There is a known glitch that involves dying on the same frame you enter the door to the powerbomb room that puts Samus in a hover state, allowing her to move off screen and collect the power bombs, but even this method involves finally dying after collecting the power bombs and not being able to use them in a run.
